I don't know that ever seen a pedal note in an actual band piece. Lot of them in solos, particularly in cadenzas, but that's a whole 'nother matter. The lowest that I can recall in an actual band piece was in a published transcription of Liszt's "Les Preludes" that we did in high school back in the early '60s. Low C (above pedal Bb), in a 16th-note run. Not east on a non-comp four-valve.

First piece that comes to mind is Holst Suite no. 2 in 'F' which gets down to low concert 'C' (4-1-3) and lots of low 'F's (4). Since it's public domain you can look at your part here:
Scroll down to pg 31 for euphonium part
    Rick Floyd
Miraphone 5050 - Warburton BJ / RF mpc
    YEP-641S (recently sold)
    Doug Elliott - 102 rim; I-cup; I-9 shank

"Always play with a good tone, never louder than lovely, never softer than supported." - author unknown.
Symphonic Band of the Palm Beaches
El Cumbanchero (Raphael Hernandez, arr. Naohiro Iwai)
    Chorale and Shaker Dance
    (John Zdechlik)

  4. Dragon Rhyme by Chen Yi has the euphonium part going down to C2.
    James Kircoff
Genesee Wind Symphony - principal euphonium (Adams E3 Custom .60mm yellow brass bell w/ K&G 3.5)
Capital City Brass Band (2019 NABBA 2nd section champions) - 1st baritone (Besson BE956 w/ Denis Wick 6BY)

Grainger's Childrens March goes down to a few pedal B flat eight notes at the end. And at pp to boot!

Maybe my treble clef is bad, but isn't the low note just a a low concert D? The 8va would mean an optional octave up, not down.

It is confusing! First, your idea makes sense because of the context. I may have jumped to a conclusion. However, very often 8va is placed below a passage to indicate an octave down. 8vb is clearer when used. (Then there is an argument that either should really say 7va/7vb because you are moving up or down by 7 notes!)
