help to identify year of manufacture

I have an Eb tuba besson 700 boosey& hawkes England with serial number 784-814828.
Where can I find the year of manufacture and maybe an estimated value of the instrument?

This is a 4-valve non-compensating tuba, correct? We have seen one sold last year for somewhere in the mid-teens of $$. But condition can make a big difference.
