    I couldn't find a piece named just "Tulsa", but did find, "Tulsa - A Symphonic Portrait in Oil" by Don Gillis. Is that the one you're referring to? Looks like it was commissioned in 1950 and arranged for wind orchestra in 1957 by Maurice Ford.

      I remember "Tulsa"; Butler Symphonic Band played it in the late '60s.
