Transpose?

OK, my pastor bought us music parts books...& got me(Euph player) a Bass/Tuba part. Question is what key instrument is this music for?(EFlat?)
If so, then how dow I transpose to BFlat?
I can transpose from bass to treble clef
& from C to bFlat...
but dont know the steps from EFlat.

Transpose?

It is in Bb because Bb is the key for Basses and most used key for tubas.

Although, had it been in Eb, the Eb in Eb is the same as the Bb in Bb and build up from there.
