I want to play Fantasy by Sparke for the Texas Solo and Ensemble Contest and does anybody know where I can order a bass clef version? The one on justforbrass.com is in treble and I'm not sure what the sheetmusicplus.com one is.

I'd suggest contacting justforbrass and asking about the bass clef version. I have seen one with my own eyes, so it's out there somewhere!

Yes, I have one, in the UK the set from the publishers comprises tc/bc solo with piano copies.
